Colocasia and Caladium are tropical plants and require warm temperatures to sprout. Caladium and Colocasia bulbs should be planted into pots and started in a warm, bright indoor space. You can continue to grow them indoors through the season, or move them outside for summer once they are in growth. Indoors, they should be in a bright space which is out of direct sunlight during the middle of the day. Outdoors, they will be happiest in a sheltered part of the garden in partial/dappled shade.
