Dahlias are best lifted in late autumn, cleaned, dried and stored in a frost free location to protect them from freezing winter weather. In very mild regions where winter temperatures rarely drop below 1C and the soil is well drained, they often survive in the ground over winter with just a mulch over them. There is a risk that temperatures could fall lower than expected which could cause your dahlias to freeze and rot in the ground, even if covered with mulch.
